Actually, you can. They just tell little kids that they’re not allowed to prevent them from making fragments like, “I walked my dog. and fed him.” Saying, “I walked my dog. And then I fed him” is perfectly acceptable.

I don’t know what kind of uniforms they’re wearing, but they look like Gestapo (yikes).
It’s the CRS uniform (Compagnie Républicaine de Sécurité, litterally the Republican Security Compagny).
And when they are fully equipped, they can scr*w Batman himself. For information, this uniform was the model for Big Daddy’ armor in Kick-Ass comics.
