This is actually an overflow hole for a dam in lake berryessa. Its in winters CA, go there all the time. This happens when it rains to much.

actually 1/x has no limit, as x= -0 is negetive infinite, and x=0 is positive infinite. however, 0 and negetive 0 are the same value, but negetive and positive infinite are very different.
