I would guess they’re sinking burnt out Iraqi tanks to make an artificial reef.
Iraqi no- Chinese built tanks being dumped off Thailand. You were right on the artificial reef bit though! Definitely not shopped.
pablo pretty much nailed that one. saw the picture in the newspaper a few days ago – its in thailand (or vietnam.. not entirely sure anymore) and they are in fact creating artificial reefs.
in the late 90s, I received new model mortar tracks and we spent weeks cleaning our old tracks. They were used for reef building off the Florida Coast and I was given Lat/Long in case I ever wanted to go dive on my old tracks!

Disposing of old tanks to make artifical reef. US Army did same thing with most M-60′s.
And the Navy does it with decommissioned ships.
