That is because in the newer saga, those are Clonetroopers cloned from Jango Fett. By A New Hope, the only clones left are the 501st A.K.A. Vaders Fist if memory serves me right.

I’d actually say that stormtroopers are less effective than police officers due to their astounding inability to hit anything smaller than the broadside of a sandcrawler.
