Japanese schools run different from american schools. I’m not sure about specifics, but there are incidents in some schools where the faculty can get away with a lot and kids are forced along and made silent afraid of retribution from the community and student body.
There are stories where some male faculty, let’s say principal, is a perv and tells the girls to remove their panties and make sure they’re white, because any other color would be whorish and unfeminine. And obviously, in this case, boys wouldn’t need to because he doesn’t want to see boys’ underwear. Also physical abuse is rampant if no one does anything.
