My guess is that it’s a symptom of blurring your vision to be able to see the four circles clearly.
Our (Scumbag) Brain seems to complete the borders of the rectangles to lines. We “see” these lines crossing the circles, creating an illusion.
By blurring our vision, we just see dark objects, no rectangles.
No more Lines, no illusions.

If that is ironic, then you misusing the term ironic is ironic. (It is not.)
This illusion works because the squares are offset at a slight angle, while your brain expects the corners to line up according to their general direction. This, along with the alternating colours facilitate the squares appearing to jump across their bounds.
Looking at it out of focus makes it harder to see the corners of each square, so that their offset is less disorienting.
It’s ironic because one expects visual things to become less obvious when your eye aren’t focused. The fact that image becomes easier to decode with poorer vision is Ironic, regardless of your fancy science.

To risk sounding like the anti-joke chicken, the circles are not perfectly round as you use angled shapes to make them. The correct statement would be that the shapes form four circular images with equidistant space between them.
